Comparing them requires more than counting cards. You must consider legality, replacement cost, point exposure, and how each choice affects the rest of the hand.

A nearly complete group is valuable because its path is clear. If one card completes a pure sequence, the route may deserve protection. However, its missing card could be unavailable or the group may conflict with another required structure. Certainty is strongest when the group has multiple legal completion cards and does not consume a card needed elsewhere.

Potential is valuable when a card supports more than one realistic route. A middle card may connect to a sequence or join a set, allowing the hand to adapt. Yet potential can become a trap when it is defined only by imagination. Ask for concrete evidence: Which ranks complete the route? Have any already appeared? Can the remaining cards be discarded safely if the idea fails?

Make the comparison on three lines. For certainty, write the group’s legal status and missing cards. For potential, write the number of realistic routes and the cards required for each. For cost, write what you must hold while waiting. The better choice often becomes clearer when waiting cost is visible.

Protect a certain group when it supports a mandatory requirement or greatly reduces point exposure. Protect potential when it offers genuine flexibility and the certain group is narrow, expensive, or redundant. Sometimes the right move is to hold both briefly and set a deadline for reassessment. A deadline prevents a flexible idea from consuming the entire hand.

Review the choice without using the final result as proof. A potential route can be a good decision even if its card never arrives. A certain-looking route can be a poor decision if you ignored clear evidence that its replacement was gone. The purpose of this comparison is to make the quality of the reasoning visible before luck completes the story.
